Unreasonable delays

We got this puzzling correspondence from USCIS.

My client filed his green card application in October 2020 with a priority date of 2012.

He’s so far waited for three years for USCIS to issue his green card.

While his friends with priority dates of 2014 and 2015 have already gotten their green cards, he’s still waiting for USCIS to issue his green card. He’s tried Ombudsman requests, congressman requests, special liaison requests, but still no decision.

USCIS actually gave us a reason for the delay - which is almost unheard of. The agency said they had staffing issues and it would take them at least 6 more months (yes staffing issues, I mean really?).

And we’re supposed to believe that USCIS adjudicates everything on a first in first out basis - something they themselves told the courts, the public, and even congressmen (who are supposed to provide oversight).

I feel really bad for my client and really hope we can get this resolved for him through a lawsuit.
